HANGZHOU. Handel Lee, the lawyer and luxury developer responsible for Beijing Centre for the Arts and the Commune by the Great Wall, is directing the production of a new cultural complex on a huge scale in Hangzhou. Part of Hangzhou’s historical preservation project, the complex will occupy a 350,000 square metre plot 1.5 km from the city centre, making new use of decommissioned factories built in the 1950s and ‘60s; the development is expected to reach completion by early 2015. Budgets have not been finalised, but initial funding will be provided in part by Hangzhou city government; once up and running, money will be generated from commercial activities within the complex.
