Good Practice Report on Cultural & Creative Sectors Export and Internationalisation Support Strategies

The report highlights the huge potential for internationalisation in the cultural and creative sectors and successful support measures implemented across Europe

This report is the outcome of the work carried out by the Open Method of Coordination (OMC) Working Group on Cultural and Creative Sectors’ Export and Internationalisation Support Strategies, a group of experts representing the 28 EU Member States which was launched in October 2012 under the Council Work Plan for Culture 2011-2014.

The report builds on and complements the existing literature on the potential of cultural and creative sectors in the European Union. Moreover, it is the first of its kind with a particular focus on cultural and creative sectors’ exports and internationalisation.

Examples of good practice

Thirty-three examples of good practice in the Member States have been analysed, from dedicated strategies for exports in Cultural and Creative Sectors, general business development support with a focus on Cultural and Creative Sectors to targeted support for networks and clusters.

The report also looks at support for international promotion; support measures at EU level; support for showcases, festivals, fairs, trade missions, and other export-related events and activities; as well as support for inter-regional cooperation.

Some good practice examples come from the Netherlands:

  • Creative Value - Culture and Economy policy paper 2009-2013 and Creative Industries internationalization programme 2013-2016 (p. 27-29)
  • European Creative Business Network (ECBN) includes members in the Netherlands (p.41-42)
  • Hubstart (p.57)
